I bought Overwatch on my PS4 and used the promo code less than a year ago and I wanted to download it on PC. Is there a way to that without buying it again?

No. If you purchase the PS4 version you will only be able to play it on PS4 with that purchase. You can’t play the full version of the game on PC unless you get it for PC.
