At the very beginning it was, until they buffed Dva and Monke. Both were to some extent needed, but not around the same time.

the entire reason you needed four of them was dva was too weak to tank, but strong enough to be the dps in a quad tank comp

When it’s good it’s too good, when it’s bad it’s completely useless. Importantly, it feels awful for all involved.

Also Hog was the first to be swapped out. Dva was needed for DM and mobility.
