So, for the past few months, even though my FPS was 80+, it often feels like it is constantly dipping to less than 40 and remains like that for a few seconds. The ingame FPS counter does not change, yet the game feels incredibly sluggish. I just did a refresh install of Windows 10 a few days ago, so I have no idea what the problem could be.

I’ve not got any Razer software installed besides the basic mouse drivers. Also my framerate doesn’t ever drop below 60fps, it just feels like it does. Perhaps it’s a form of frame skipping or something?
In that case I would look at overheating as the primary cause.
Overwatch is the only game where I have this sort of problem though. As far as I can remember, all of this started after a game update late last year. Also, after checking my PC for anything Razer related, the only thing I found were two RazerS2S3Coininstaller.dll files in the Sys32 folder, should I try removing them?
You could try opening a ticket with the staff where they can collect more info.
