I have Illari to level 12. While I have played her a bit, I have also played many other characters. All of their levels are exactly one even after playing them.
Its a known issue. Even though it specifies “player progression” I’m pretty confident they’re investigating the issue in general. It’d be a huge miss for them not to check an immediate branch of the system.
