This is how I propose Blizzard to balance hog,

I believe that Old Hog was fairly balanced(hook 3.0, not 1.0 or 2.0), but I added some additions as well which would make him more skill based.

The Roadhog problem and how to fix it

Roadhog is a pick hero, similar to Widow and Hanzo. If we look back at early to mid 2017 his role was clearly defined. His hook and burst damage combo was his bread and butter, his E was alright, it was not great and his fire rate and ammo capacity were extremely low, but his damage was extremely high.
