I’ve never had a problem with Hammond. Even just high DPS characters melt him easily due to his huge hitbox.
Maybe I’m not facing “pro” Hammonds, but Hanzo’s storm arrow melts him easily.
And don’t forget, Hammond doesn’t have anything to defend himself except those shields which he can use only once per encounter (unless you are for some reason prolonging an encounter) while D.va could eat any incoming damage.
Hammond also needs to have very good tracking and accuracy, control of his cooldowns, and know how to play around the vast amount of counters, most of which are very popular heroes.
Like. A Hammond diving the backline is so easily shut down by a sleep, or shredded with discord, these two being very popular picks across ladder and you have one or both almost every game
             
            
              
              
              
            
           
          
            
            
              Wrecking Ball has a 6% pickrate in Plat and a 7% pickrate in GM among tanks.

              So instead of grouping up you stay apart and get picked apart by snipers/dive? Because that’s what happens. Ever get on point to hold? His AOE is 8m around in a circle. Lucio’s if you have one is 12m. Pretty sure Capture point in 2cp is close to 15m he drops on point you’re “lucky” to not get hit. That’s excluding payload’s tiny AOE.               Numbers say you’re amazingly wrong.
You’ve had bad experiences with a few good Hammond players dunking on you and either you/your team were totally unable to handle or unwilling to swap to handle them.

              I feel like you overestimate his abilities just a smidge
