Goats was pretty much proof that it did.
Attacks that were a few large shots like fan and storm arrow are barely going to change anyway. Reaper is gonna be a lot scarier now, though. Also Roadhog, Symmetra, S76, Tracer, Sombra, and a few others.

As much as reaper really needed buffs, I’m not looking foreword to playing against him. Heroes without mobility are in for a bad time.

the reaper buffs will make him even worse to play against, she melts me all the time when I play sym and now he has increased self healing.
I swear the devs hate symmetra, everything in the game counters her tbh.

Seriously this. This armor change isn’t some huge nerf to tanks like everyone is trying to make it out to be; it’s a boost to Tracer, Soldier, Sombra, beam and shotgun heroes.
And it was very needed. Armor crapped on sustain damage and a single Rally made anyone without burst beyond worthless.
