You want Genji to be a consistent assassin hero, able to dip in and out of combat whenever he wants, able to kill whomever he wants, wherever he wants. You want him to be divorced from his ultimate so that the enemy team must remain paranoid 24/7 while he’s picked or lose their entire support and sniper line, and then you want to be able to occasionally ult on top of everything else. You’re just willing to ult less frequently.

Genji cannot function like that. It would break the game. Yes, he was broken because he received 4 buffs in one patch, but you’re ignoring why those buffs broke him.

He can, he was like that in dive, all he needs is +2 damage with an ult charge nerf.

They did exactly what you want. They allowed Genji to divorce himself from his ult and be effective where, when, and against whoever he wanted.

Genji already has the “where” part down. His mobility allows him 100% map access at all times. When his ultimate is up the “who” question is also answered as his ultimate allows him to kill pretty much everyone in the game with equal ease (barring a few tanks unless he has proper support).

A. His mobility is more for setting up, it’s pretty bad in combat
B. Raw blade by itself is pretty bad

Give genji the consistency you’re asking for, but make him impotent against anyone with any kind of mobility, turning Lucio into the perfect counter-genji. This involves shortening his dash’s range, giving it a casting time, and removing the kill-reset entirely. In exchange, the cooldown can be reduced from 12 seconds to 8. Additionally, his faster run-speed gets removed and he loses 0.5mps putting him down to the same 5.5mps as everyone else barring tracer.

If he gets access to where, when, and who at the same time, he breaks the game and nerfing his ultimate does nothing. He’s a blade-bot for a very good reason. It’s purely so that he can be anticipated and countered at all. Otherwise, he becomes oppressive.
