First off, I speak of this problem strictly from a design perspective, and I would love to see the idea of alternate gender skins. The problem that has to be considered is going to be defining the character silhouette. Most skins are designed to reflect the original shape of the original character so that the hero is identifiable by everyone else easily.
This is a prime example of two designs having drastically different silhouettes.

Why?
I think they have shoot themselves in the foot when adding so many pointless voice lines without even having any story for those characters.
Every skin that requires new voice will take insane amount of time and resources to make all the lines for it.

I guess if it was optional it wouldn’t be so bad, but I think generally the voice acting work in OW is great and I can’t picture the heroes with different voices. Can you imagine hearing Mccree without his beautiful voice?
How are these voice lines any less pointless than skins which change every voice line?
Isn’t this more of a reason to not make skins with different voices? Unless I’m misunderstanding this.

Tangentially related, I think heroes dressing up as other heroes for Halloween would be a neat addition to that event’s catalogue. They could even be varying degrees of quality. Winston’s attempt probably looks better than Junkrat’s.

Here’s the thing, you can make the skin. It can be done. I mean if cosplayers can do gender bend costumes, that I’m pretty sure a multibillion-dollar company can make actual skins in the game.
But, I doubt they would be willing to invest the time into it, and even if they were, I doubt they would be willing to invest the money into hiring a new voice actor for a couple skins. I suppose you could just leave the voice lines as they are, but I think that would take away from the whole point of it (imo).
Basically, as neat as the idea is, from a company standpoint, I can just see it as them not thinking it’s worth the time, money, or effort. Sadly.
