Game is running poorly

CORSAIR Vengeance 16GB DDR4 3000MHz
Seasonic 750w psu

Been running smoothly til last nvidia update and got a render device lost so i rolled back my driver and that stopped but performance is just absolute garbage visually choppy even reducing graphics and putting on vsync maintaining under 60fps.

Latency is very low too 25ms max

had to use DDU and fresh install driver, running perfectly again no more white lines when i do cntrl+shift+n
