We now have the banrate infos and could classify the heroes with the actual data.

High pickrate, high banrate, high winrate : should be nerfed asap, and then observed how the pickrate, winrate and banrate change.

High pickrate, high banrate, low winrate : The most controversial type of heroes. It means both that the character is fun to play and feels very unfun(unfair) to play against. I’d say rework is needed, because fair to play against is much more important than fun to play in a team PvP imo. But the hero identity could be preserved if possible.

High pickrate, low banrate : the most benign type of heroes. When it has low banrate even if its winrate is high, we also could say that its gameplay feels very fair to play against.

Low pickrate, high banrate : Absolute trash design, need to be reworked asap. Hero identity should be discarded as well if needed.
