I noticed the monitor is 144hz and the problem is the FPS dropping from 240 to 180. Does the stutter still happen if we lock the FPS to display-based, or manually set the FPS limiter to 160? Lowering usage may help provide better stability.
Keep in mind such high FPS numbers are outside our realm of support, as that becomes system optimization over problems we can assist with. The game is designed around 60 FPS displays and while reaching massive FPS numbers is super great there is a limit to what we can offer through support in that regard.
