FPS Capped at 20-60

My FPS is capped at 20-60 all the time. This started happening after I reset my PC a couple of days ago and downloaded Overwatch again.
Whenever I’m selecting heroes, my FPS is normal, 180-200+ FPS, but when the match starts my FPS is capped at 20-60.

VSYNC is off. FPS is capped at 300 in Settings. 144Hz Monitor.

Yes, Razer Synapse 3.0 was the issue. Thank you and thank you Blizzard Support for helping me.
