the sprays have been visible in game since the patch on september 17th, if you filtered the hero gallery so you can see owl items and look at any heros sprays you could see new locked sprays there,
if you do not follow any form of social media or talk to anyone who does for 2 entire weeks of everyone talking about these cute sprays then that is your own fault not blizzards, they were plastered all over reddit, several discussion threads made on the forums, lots of tweets a few which were official blizz ones and ofc the blog posts on their site
