I recently was in a game with doomfist on enemy team. Sombra hacked him and he was still able to use all of his abilities including his ultimate. Saw him do it multiple times while hacked.
When Sombra hacks an enemy, he can not use his abilities only about 1 second. After that time enemy only gets 25% more damage.
