They really don’t seem to want d.va to join and overwatch and they even made her a whole squad.
I’d be ok with that, I don’t really like wow style faction where all the neutral go red or blue. But I’m scared that it just makes d.va a side character.
Remembering the Sombra network graph (of faction relationships) a while back… I don’t think there’s a universal Good vs Bad or Horde vs Alliance mentality in the Overwatch universe at all.
The crisis, Omnics vs Humans, has many different sides each with varying stances (outright war, isolationism, unity and equality). Many factions are struggling for power, whether in the open or in the background. Talon are not the only “evil” players, and the “good” players don’t all cooperate. Overwatch is no longer held in high regard, and is itself a shadow organisation.
When you mention “neutral” faction as in “not in Overwatch” there are many heroes not in Overwatch. I don’t think we have to worry about heroes getting side-lined just because they are not part of the official org.
Blizzard said that eventually everyone will have to pick a side.

Personally, I don’t think Blizzard will ever write a straightforward neat & tidy resolution to the Omnic crisis. I think they want a more real world portrayal of the game universe in which complex issues are always ongoing (just like our world’s ongoing struggles with racism, homophobia, sexism, etc etc). The most I could see happening in Overwatch are: (a) reconciliations of small parties (ex. Torb & Bastion, Junkrat & Omnics would be super interesting to see pan out), (b) the majority of government bodies coming together and forming a “declaration for omnic rights” or something. (While extremists continue the fight.)
I don’t know. All I know is people had conversations on the forums about it way back when.

I think they are just setting the ground work right now with all the factions and later on we will see how they all come together.
