Yes they do, they had an interview saying she was healthy for the game so clearly they think she was a good idea

when was overwatch skill based? i dont think thats what they intended when creating this game, not just competitive players, they wanted casuals to be able to easily pick up

Well, certain elements of the game appeal to all stripes of players. Mainly the level progression system, Arcade, and now LFG.
