I remember Blizzard announced that it would be available right before the start of the new season and I haven’t been playing recently. :expressionless:

Nope, it is still not out and to my knowledge, they have not announced anything regarding it.

The Roadhog SF Shock Championship skin is coming out sometime before the start of the Overwatch League Season (April 16th is when the season begins).
