Are you talking about OW1 metas or OW2? Because let’s be honest, OW1 was a real tank and roadhog for the last months of its life. And while seasonal metas are better than half year metas, forcing meta through Tanks could essentially decide games at the hero select screen. I don’t think tank balance is dramatically that bad but there are for sure bad and good tanks already.

No. OW1 was double shield for the last year of its life with a brief respite of 1 month of Hog Zarya and then another 9 months prior of double shield.
