You may be right. The “rate of fire” may be the difference. Considering Soldiers low ammo clip there is no way to mimic the 3 round burst as fast as Baptiste does.
The burst attempt by Soldier may be too slow. Phara has time to dodge some of Soldiers burst fire.
Baptiste’s burst fire is much faster. It seems all of the bullets hit her during Baptiste’s burst fire.
Just pick a widow case close
Can’t in 2-2-2. Playing healer, if our DPS is not doing an adequate job suppressing Phara, Baptiste is the answer.
I don’t think they should be.
In my list I placed higher heroes with burst potential, accuracy across ranges and pressure.
And in all fields S76 is better than Baptiste. As Pharah player I don’t care that Baptiste can shoot at me for 8s straight with no reload. A good S76 or Baptiste will most likely have killed me way before this timeframe, or I did them.
Same for McCree, if the guy didn’t kill me before the end of his clip, he is most likely dead.
The only thing Baptiste could be better at is constant harassing from far away (which isn’t really effective imo).
Also I didn’t mention it but I placed Bastion as scout, sentry doesn’t really enter this scope as Pharah shouldn’t enter his area of effect as sentry.
And the only reason he is so low despite his pretty good rifle is that his hitbox is so large it’s easy to land direct-hits and kill him before he does you.
There are very few maps where picking Widow will prove really effective against Pharah.
Widow’s issue is that you have to be scoped in and expect the pharah to appear somewhere to be effective. If you stumble uppon a Pharah that knows a tiny bit how to flank/aggro a widow, you’re done for (or you have godlike aim and you can 360 headshot her).
So what triggers you to switch off Phara?
Seeing Soldier or Baptiste? or… when you die a lot?
I have noticed a trend that even if Phara is countered, some Phara’s dare to attempt to counter their counters. Which usually ends badly for the Phara player.
Then a new post may appear “Please nerf Soldier”. 
I agree. The rocket spam disrupts Widow from getting a clear shot. I would rather have Baptiste. At least he can stand toe to toe with her with a good protected IM field placement.
Theres no counter, aim is no counter.
Ask the anti tracer players.

Well, I’ve managed to play for a few seasons into teams like S76 + Widow + Ana (not the case anymore, at all).
What makes me switch is when I realize I can’t manage to :
A good Torb turret is a shielded Torb turret. Other placements, Torb’s turret usually goes down quick after it is discovered
Fir some reason in the last 5 games my dps dont want to switch to counter pharah and keep runing jukrat and reaper. So baptiste works very well for me to force a switch from enemy pharah
So theres none.
Except players skill to aim.

Right. Maybe DPS use Baptiste as an excuse not to counter Phara.

But Widow or Ashe are still better I believe.
I dont mind as long my healing partner keeps going moira i can do more or less whatever i want since she heals so much. And as long i as she dosent have a mercy pocket i can force her away.
He is better because he is more accurate. It’s easier with him to two burst people than for soldier to hit 5-10 crits in a row.
If soldier had no spread I would even say that he could become meta but Blizzard will never do that.
Oh yeah obviously he is a better Phara counter with his mobility not only can he jump to avoid easy Phara hits he can also move while healing himself unlike Soldier
Right. It seems that Soldier must work harder to counter Phara than Baptiste.
If rocket spam comes Baptiste’s way he can place a protected IM field and continue the suppression pressure on Phara.
Soldier is busy trying to dodge rocket spam while trying to land crits on her.
Soldier is doing this a lot versus Phara…

Imo you have to hit helix to truly counter her. His primary is just so unreliable that if she sees you coming and gets close you will just get outgunned.
