Or, they could completely deplete a stack. Or you could hold up your shield and block all damage. Both of which would prevent the bug. So that’s 2 situations out of 3 (with more possible like a friendly Zarya giving you a bubble) where it wouldn’t happen.
I don’t think you can conclude it was “bound to happen” at all, but it’s awfully convenient to assume anyway, isn’t it?
It’s not just Brig that gets Rally armor, it’s all of her allies within range too .
And with how frequently people mindlessly spray with characters like Hammond, Soldier, Sombra, Tracer… if all of them chip damage you, then you’re able to get 15 stacks pretty easily.

I had misunderstood before but both darwin’s and stylosa’s video shows erratic behavior with the dmg reduction, never reaching 45% though, a widow shot that should have done 300, does only 276, this is a total of 7% or just 24 dmg
Thing is, it wasn’t consistent, sometimes it blocked more, sometimes less, on Junkrat for example, his grenade should be doing 124 but instead it deals between 105.5 and 118 this is at best 15% less dmg than it should, 45% would cut every dmg instance on half which is insane to even consider

The armor nerf did a lot to make a lot of bad DPS more viable though… Some weaker tanks and supports too.
It was supposed to do that, but it didn’t. It didn’t blip any radar, neither in OWL or Overbuff, in any rank. Even the big winners only changed rates after their own buffs.
A Widow headshot on an armored target should do 297 damage. If the armor was reducing it by 24 dmg instead of just 3, then that means its mitigating 88% more damage than what it should in this case.
On non-burst damage heroes like Tracer, this issue is far more dramatic as up to 95% of their DPS can be mitigated (50% of their regular DPS + an additional 45% max).
I think it’s clear from some of the recent videos though that no one fully understands how it works. Some of the mitigation values are all over the place like you mentioned!
You’re acting like fixing a massive bug is a stealth nerf on purpose to make dps better. Nowhere anywhere is armor described as a stacking benefit otherwise any character with armor would get much higher damage resist all the time. It only happens with Brigs stuff and it’s not a feature of the ability.
It is MASSIVE. You are wildly underestimating how much 45% more damage blocked is.
I do think that Brigg could use more buffs, most healers actually do need buffs.
The damage mitigation inconsistency values come from the fact that there’s a hard cap of 100 armor from Rally and 15 armor stacks. This means there are two interactions with Rally.
OWL isn’t particularly relevant to almost everyone… also aren’t they playing with fortified armour Brig?
The thing is it wasn’t a nerf to GOATS, it was a nerf to the entire tank class to deal with fully stacking aoe heals + plus a pretty significant bug in the way rally works. Also hasn’t their been quite a few changes to the heroes in goats? I dunno if the armour change is the
