Personally, I just like characters, that have clear focus in game. And for that reason I can’t stand Moira - vampire-like character, that also heals? Her design with limited healing supply only enforces impression, that she is some kind of futuristic vampire, that was given healing for some reason.
Or Ana - literally nothing in her design says, that she is a healer. You just see sniper, that for some odd reason also can heal

For a Halloween party in the lore is anything but a modest lady. It screams attention seeking.
Not to mention her other ingame skins where Mercy either shows a lot of skin, cleavage or wear just a short skirt.
Granted, those aren’t related to the lore, but Mercy is definitely being used by Blizzard as one fanservice heroes in the game, just like McCree, Dva and Widowmaker.

And it’s true, that Blizzard uses Mercy for fanservice. Probably because in case of Widowmaker, going any further can easily make Overwatch into 18+ game.

Whole concept of “cowboy” comes from American Wild West, as part of history. Other countries have their own versions of cowboys, but they all share similarities, so we can immediately recognize them.
From all female characters, Widowmaker fits description of “slutty” most. Western description, of course. Could be different in other parts of the world.
