Consistent frame drops with new patch

Hey all, I’m trying to round up these posts all in one spot as it seems the tried and true approaches to tweaking performance are not resolving the current issue -

Fps problem lower settings/resolution same fps

i need some help with overwatch the fps is lower than it should be after the game has been running for a little while and resolution or option lowering does NOT AT ALL change fps also its not overheating cpu/gpu the temp stays the same and is only 5C higher than when idle so what do i do to fix it
