Wow this is great. I assumed blizzard was just having really really bad ideas again so I didn’t think another key would work. This is reassuring that it must in fact be unintended. I’ve completely stopped endorsing people because I couldn’t check stats during potg to help confirm my choices.

Seems to be a feature, rather than a bug lol. A bad feature.
WORKAROUND:
Just a heads up for anyone really annoyed by this. Go into your options, locate the Scoreboard keybindings, set an alternate binding to a different key and use that key to bring up the scoreboard during PoTG.
I use ESDF instead of WASD and I have my Scoreboard bound to Q as a secondary option as it is the same muscle memory distance as TAB would be.

Also, there’s a workaround. If you bind an additional key to Scoreboard in options other than just tab, that other key will work during the post-match. I personally use NumPad0 and it works flawlessly.
I think the problem is that the endorse pop-up may have been changed to a UI element that can be “cycled” through, so the tab key is being taken over by the client to cycle through UI elements, instead of whatever action it’s bound to.
EDIT: oh, nvm, i should’ve read to the end, literally the comment above mine said this already, lol. Whelp, here’s for visibility anyways.
I bet it’s a bug with accessibility, where “Tab” would cycle through the UI items but there’s only the “Endorse Players” UI item to cycle to. As mentioned several times already, change or add an additional bind for scoreboard other than “Tab” for now.
I’m also getting this problem. I always check to see if I have it, because I always press tab to see who’s complaining this game!

it’s very annoying but you can go to your career profile and watch game report in history tab
This is working fine just like before on console, could be a PC specific issue? Have you tried changing the key binding to any other button?

This happens to me after opening the Endorsement window. After closing the endorsement window I can no longer view the scoreboard.

As of 11/18/2023 this bug is not yet fixed, however, my friend has discovered that you can view the scoreboard using tab after you endorsed someone from the game.
Yes, I believe the bug is caused because TAB does a “focus next control” in the interface, and the “N for Endorse” is a button on the screen, so you just “tab” to that 
Pretty silly bug, and more silly that over a month later they haven’t fixed it…
In the meantime, I have bound F1 to scoreboard, in addition to TAB, and can just F1 during this phase to see the scoreboard.
