I think I may not be understanding. From the description of the pinned blue post, this is all that’s needed to post in the general forum. (not comp forum) I have completed the 10 battlepass levels.
Edit: Apparently you need to hit level 11, not level 10, on the battlepass, to post in the general forums. I just hit level 11, and am now able to post. I missread the part:
As achieving teir 10. It would be clearer if the blue post put in parenthesis that completing 10 levels of the battlepass is the equivalent of being teir 11. Easy to missread this part.
