Top 500 players are the best players who make the least mistakes.
If a character is broken in top 500, then there is no way of effectively countering the hero.
That’s why they balance around T500.
I do think more attention should be brought to the lower ranks, though. Some heroes can be reworked in ways that make them better in every rank overall.
A glaring part of the issue is that people really only have access to top tier player data.
If OW had an actual API available to accurately look at the whole player base, people wouldn’t have to rely on anecdotal spoutings and argue what is/isn’t true.
Competitive is where all the toxic players play. They give up when they are losing. Start talking crap about their teammates, or make fun of them. Pick hero they know doesn’t help the team. Just watch a little twitch for proof. Now there is an entire scoreboard for these to narrow down how to belittle someone.

They say you can’t be suspended for one tricking, but i have had a One trick bastion account suspended for “Gameplay sabotage” merely for playing bastion…
TF2’s toxic casual community is even louder than Overwatch’s. TF2 is also not very fun to play without the improved consistency of the competitive ruleset (no random crits, no damage spread, no random pellet pattern).
Haha, what you call toxic is called “Banter” and it used to be a thing that was accepted in the shooter community, TF2 is designed to be obnoxious and funny in its taunting

TF2 was never ever designed to be “Competative” it was designed to be random, chaotic and fun, which is exactly what it is, the competitive mode is restrictive, oppressive and boring, which is why no one plays it
Banning people who don’t spycrab 24/7 or accusing anyone who shoots a conga line of being a sweaty tryhard isn’t really “banter”, my guy. TF2 has an incredibly large community of anti-players who are playing the nega-verse version of TF2 where everyone competes to see how casual they can be playing the game, and they’re all incredibly toxic about it.

because its a casual game, its not meant to be sweaty try hard, if you wanna try hard, play CSGO, if you wanna have fun and mess around, play TF2, its that simple my guy

was it Viable? no… was it effective? Hell no… was it fun? my god it was fun… and everyone in the lobby was having fun with it, the enemy and my team alike…
some of the enemy were even lining up to be slapped by “Will smith” while the match was going on around us
You’re supposed to get better the more you play the game and get closer to be one of these top players.
So it is logical to balance around what you’ll be more and more.
Btw,what level would you want the game to be balanced for? Yours? The worst player’s in the world? How would you decide that?
For a very low level player,balancing the game around YOUR level would already be wrong with your logic.
the majority, as in the rank which is most populated, i.e "The middle of the pack, or High Gold/Low Plat… because that is where the most people play, where the most heros get played, where the most comps, and styles and everything else happens
Ive been enjoying Mystery heros almost exclusively for the past two years and why? Because flex players dominate that mode. People stubbornly playing thier 1 trick killed this game. I have no issues with top down balancing as it should be that way.

People playing the game the way they want to play it didn’t kill it. Gatekeepers who want to force players to play the way they want them to play is what killed it. It’s the reason reworks and role queue happened. And now it’s the reason you’ll be waiting longer to find a match than actually playing it.
And who (in the case of the OWL players) play on a level you literally, physically cannot replicate (By intentional design) because you can’t 6-stack in GM anymore.
the difference is that a competitive scenario is formed from the bottom up, not from the top down, real sports have a cultural heritage and were common habits and games in some civilization, until they somehow became a competitive sport, I recommend studying the real football history for example.
the problem is that it is an unrealistic expectation to expect 6 random players to play like owl players, that will never happen, if your player base experience is not good, who do you think will watch your e-sport, or do you think that most people who watch league are people who don’t play the game?
