I like the change. It gives Moira a higher healing output (overall even) IF they are willing to be aggressive.
Like, for play styles like mine (I don’t play her much any more, but I am aggressive as hell when I do) it was a pure buff.
I am sad that lingering healing was nerfed though 
Literally, the cycle times on her mean you can get more healing out overall, and spend less time actually doing healing, while doing so, and that is before you take into account the extra damage you can get in before BECAUSE you have more time to throw damage around.
Pure upgrade for my play style.
But, that play style isn’t used in the lower ranks (since they wouldn’t BE in the lower ranks with her if they did it)
