Maybe, but considering how outraged the community was at someone like symmetra having another rework, if someone as popular as mercy would get it i feel like we wouldnt hear the end of it.
What, would you rather fly around for a few seconds while not healing enough to be noticeable? does that feel heroic to you?

That still involves multiple ressurects, something I personally never wish to return in any form no matter how you word it. I dont even like 1 ressurect.

Solution:
Pocket zarya, get bubble, mass rezz
The only way i’d like it is if mercy had to hold rezz, fly to the corpse, perform a act.
Get to the next corpse repeat.
At the end, release rezz button and mercy performs the ressurcetion animation. Bringing them back.
As its suuuper punishable
And takes around as long as valk lasts to execute.
With 0 guarantee of success, but you could rezz 1-2 probably.
5 only if the enemy actually lets you perform a 20 sec ritual.

Why are some of you so obsessed with mass rezz? It was a mistake, harken back to the days where Reaper, McCree, Pharah ect could easily get a teamwipe with their ults. Mass rezz brought balance to it, at least in low elo.
The players have evolved since then, DPS can’t just press Q willy nilly anymore, mass rezz has been outdated the day players finally learnt to shoot the high noon, the barrage, CC the death blossom ect.

You do know she was considered too weak when she had mass rez without the invincibility on cast, right?
What about rezzing in an even fight? 2v2, 3v3 ect. Mass rezz instantly turns it into 2v6, 3v6. The game doesn’t always have a clean wipe and you get to 6v1.
And I feel like my teammates play better without relying on crutch like mass rezz
