Hmm, no? It was legit. And honestly is still her biggest issue. Almost all of her utility is gone in favor of being just a healer now, but I liked her when she had less healing but more utility.

brig is the same. great hero who if played with a fellow brawler, like rein, will excel. just stay next to or behind you rein and brawl on. if you are running brig without a brawl comp OR are playiny against a comp running too much high burst damage for your team to deal with then swap.
people will play a hero out of position or against counter comps and complain that the hero is bad. player bad
I think Brig would be perfect if they nerfed the flail damage, increased it’s range, and buffed the inspire healing. Then she would be able to keep her inspire up without walking around being scared of dying just trying to get inspire going.

(Middle line)DPS doing dps stuff here. While Brig is traveling back and forth from front/backline, she is using the game’s worst mobility skill to do so, which becomes unavailable if hit with 2 shots/1 sec from most dps. Also she walks SLOWER than Rein when shield is held up
(Backline) <— Brig needs to help cohealer when flankers dive them, that’s literally why she was created. Most of her kit now doesn’t reach the middle and front lines from here
I hope this diagram helps Non-Brig players to understand why her kit fights with itself. She has a close range melee kit. She is required to go back and forth between front and back line, but she has no mobility or shield HP to reposition like that.
Also, that’s what the 30m burst heal repair pack was supposed to cover. If she ended up in the wrong place at the wrong time, she could use that to cover her ally while she walked herself over to get in range with everything else.
But armor pack it isn’t an instant burst heal anymore so… yeah… things fall apart.
