Really interesting suggestion. Essentially allowing counter-play without necessarily nerfing the effect of the ability itself.
Sure this is a niche example, but could be a really elegant solution to bring more counter-play into Overwatch.

The heal improvement doesn’t really balance it out.
Nope. She already provides excellent support for her team.
Sleep also lasts for 5.5 seconds and not 1 second like shield bash so that’s a huge distinction and time for you spam ‘group up’ and get someone to help you kill target.
