In order to answer this we have to figure out how barriers work exactly.
How are objects stopped? Do they have to be a certain speed?
If so then it can be stated that Brig can’t because her bash is faster than Doom with his punch and that anything that goes through them are slower than that benchmark speed but this wouldn’t make much sense as Rein can charge through and Genji can dash through barriers
How does it stop non projectiles? Beams/bombs don’t have speed so what if it depended on what material the object is made out of?
This would be cool but not in scope with any tech we currently have
I think we just don’t have enough info on barriers to know exactly why but I think it has mostly to do with the fist not being a barrier itself and being attached to a person

Death blossom has an 8m range, so of course you can’t make it hurt the user(plus it’s not even an explosion!)
Barrage can work at longer ranges, and it becomes increasingly deadly at closer ranges where more rockets/splash connect plus there’s less travel time so less time for the target to react. You bet it should have self-damage.
