Well if you want to do this, make a custom game and do it then. Let’s leave balance to people who have an idea of how the game actually works.
My focus was on heroes that have a higher chance of sideways displacement from a “knockback” perspective. While Doom and Brig both have this capability, you often see heroes like Pharah and Lucio using it better on a larger scale and stronger scale.
OP even brings up Lucio a few times to describe this contextually leaving me to believe it’s that form of CC that’s the problem, not the others.
Certainly while WB has the ability to kick up enemies into the air, you need to be incredibly close to a ledge in order for it to even come close to being dangerous to the team.
And for this very reason hammond should not be freezed by mei’s primary fire while he is rolling at maximum speed only (aka when he is literally on fire), as doomfist cannot be frozen while traveling with rocket punch. Their momentum and mass is 2 much in this specific cases.

I agree with your post. I like that Hammond should not be frozen or slowed down by Mei when his ball is on fire with full momentum. Doomfist too… Full momentum no freeze…

Predict boops? Lucio’s boop is about every 4 seconds… That cool down is ridiculously short. All I can do is predict that my tank will be booped every 4 seconds or so…rag doll effect 
What if innate armor provided CC immunity, and we gave all tanks more armor (possibly including those who don’t already possess it)? Then as compensation, armor would now be replenished upon respawning only and not by healing, which would be a small reward to the enemies that put in the time to strip away that armor.
Is that fair? Or is it 6wacky9u?
Your on to something here. I thought it would be fair if tanks that have Armor present on their health bar should be immune or very resistant to boop effects. If the armor is lost then booping resistance is lost.
I’m sorry, but I disagree here. There is definitely a logical deduction to be made here.
OP’s post talked about the game having no “heavy weight recognition” and it making little sense for such heavy characters being booped aside.
Hammond is in a large, heavy metal ball.
It is only logical that the OP wasn’t referring to Hammond in the above scenario and was referring more to Lucio’s boop, Ashe’s coach gun, etc. boops thagt aren’t weight based.
It doesn’t require mind reading, only reading comprehension.
Condescending tone isn’t really necessary
“Heavy weight recognition” doesn’t mean anything in game design. Even the term “heavy” itself is subjective and thus doesn’t communicate anything meaningful.
It’s all a bit tangential at this point anyway since we’re now trying to brainstorm solutions—even if it’s just for fun and Blizzard never implements them. Have you read our thoughts on CC immunity granted by armor? Have any thoughts to add?

This change is very needed.
Using boosters as D.Va and getting booped by lucio whilst doing so will send you back to spawn its a joke.
Also it’s a much needed change for Rein as CC makes playing him unbearable as of now.
How about when a tank is in their “slow” form they get booped less?

No. This is how heroes with 200 hp defend themselves against heroes with 600 HP. Live with it.
The changed knock backs a whil ago to make it more consistent.
What youte suggesting is making it more inconsistent, so I doubt they will add it.

If it was for defense, it would be more of a knockback than only booping the enemy. For example ashe ability is for defense but lucio boop feels is more for throwing people outside the map since he dont get back when booping.
And that is too much to ask. People forget that quad tank and OG Moira goats are extremely aggressive comps that will absolutely run over a low mobility comp if boops aren’t a thing. Orisa isn’t part of either but has fortify for a reason.
