Couldve been her parents bought/hired him specifically because he couldn’t/can’t talk in case hes kidnapped for info on her rather rich and seemingly influential family

It’s a good contrast to Ashe’s loud personality. BOB could even talk but is silenced by Ashe’s screaming.

I’m assuming that’s the way Ashe / her family wanted. They most likely wanted an obedient butler who wouldn’t talk back to them, and B.o.B fit that bill perfectly.
I’m not sure if he’s completely mute, but he definitely plays the role of the silent butler well.

Sombra hacked Lynx-17 to figure out Zarya location and lead her to Lumerico. Nothing said about memory, as I remember
