if you’re a high rank player on a new account you’re still messing with low ranked players for the entire duration until you place accordingly, from the perspective of a low ranked player it doesn’t make much difference whether they’re playing against a smurf or someone whose effectively boosting themselves.
i don’t think the intentionality means much when both examples ruins ranked, just cause you can argue one does it inadvertently while the other does so maliciously it doesn’t change anything for those low ranked players who are affected by it.

A legit player on a new account may get placed lower than they should and be much better than everyone around them, but they will climb fast. That’s the way the ranking system works and there’s nothing we can do about that
Smurfs aren’t simply wrecking bronze players for example. They are wrecking them, griefing them, spawn camping them, teaming up with other smurfs to stall matches while they do these things, and then throw the match so they can’t get a win. They intentionally stay at a very low rank.
These two things are not the same.
i’m not saying they’re the same, i’m saying the adverse situation that’s being imposed onto lower ranked players is the same regardless of the reasoning why exactly they’re stuck in a lobby with a higher ranked player, whether they got there by intentionally deranking or playing on a fresh uncalibrated account doesn’t take away that the lobbies are going to be compromised.
both are toxic to the competitive ecosystem, one is just outright trolling and the other is the inadvertent byproduct of someone wanting to do an unranked to GM run who likely isn’t really going to care that they’re going to shaft over some people in that pursuit.

If playing you worst hero brings value to the team it is not throwing. If you feeding the other team free ult charge is 100% is throwing.
