You’re on a system with a Ryzen CPU. Some time ago we had reports of various issues with out of date BIOS software causing errors like this. More info here. While we can’t directly support updating the BIOS, I would venture to say this is one of those situations where you could say “Something’s wrong”. Updating the BIOS, if available, isn’t a bad move in this case.
Apart from that your AMD drivers are a couple months old - I’d update those as well.
Beyond that you may be right that this is simply another program fighting us for control of the drivers. Does closing other background applications on startup fix it up?
If not, create a new DXDiag and let us know if anything has changed.
