Of course he is allowed to, thatās what people like me have been saying for years, but unfortunately, suggestions such as yours would cause many damaging side ā effects as well!
Because your suggestions would not only substantially buff Bastion when heās playing solo (which is great in my opinion as thatās probably the healthiest route in general for Bastion to follow), they would also make him unstoppable when heās being played in a comp, or even worse, in an actually coordinated environment with established communication.
And since both of these conditions are built on fundamental design problems and imbalances (such as the major imbalance between the active communication/coordination required to defeat a Bastion comp and the one required to defeat it, along with the fact that, fundamentally, low/mid - ranked players, such as you and me and the grand majority of the player base, naturally do not even have the level of communication/coordination established between them in the first place and they, therefore, cannot even run nor counter Bastion comps in general!)
With the above logic, Bastion can seem overpowered in high ā ranked environments for example, where such communication exists, while at the same time absolutely useless in low/mid ranks where such prerequisites are pretty much non ā existent!
Finally, if all of the above is taken into consideration, then yes, solo ā counters to Bastion (such as Roadhog, etc.) make absolute sense and are pretty much necessary with the current conditions (even though they otherwise wouldnāt and I 100% agree with you on that), because they help balance out the fundamental design problems and imbalances that Bastionās kit involves and which I just talked about above!
Now, back to your suggestions and having all of the above in mind, if you actually introduced just a small, tiny point below the Personal Bastion youāre suggesting, such as that it would get automatically turned off if Bastion is already being protected by another Shield and there you have it! 
That would be absolutely perfect and it really follows the logic of my own rework suggestions for Bastion, which to would mostly focus on the other hand on buffing his Recon mode rather than his Sentry mode.
Thatās all I wanted to say really. Throughout the past 4 days Iāve been really thinking about this whole subject and about our conversation and I have to say that many misunderstandings have been made between us (such as the fact that you somehow think that I believe ā¦ I would really like to put this whole situation behind us, as I did with other users such as TommiSalami in the past! Finally, I would ask like to thank you for including my suggestion in your rework thoughts (concerning the Bastionās spread and Ironclad passive. That was kind of you.
And, as always, me, you and everyone else are free to have their own opinions. They certainly have to be well ā justified, but really, youāre allowed to disagree with this whole post if you want and I would have no problem. But, naturally, donāt expect everyone to agree with you if you follow that route (I have personally been guilty of this in the past as well) and therefore, OPs such as this one you wrote calling people who disagree with you biased and so on are nothing but unnecessary and ridiculous if Iām being honest with you.
