This is a biased test scenario designed to make Baptiste look more powerful. Helix rockets were deliberately never used in order to make soldier seem less powerful than he actually is.
The fact of the matter is that Baptiste does not always have 15 free seconds to dps shields.

Rubbish. DPS isnt a class, its a role. Bad DPS are easy kills, part of playing them well is knowing how to not stand in dangerous places while doing damage. If they DO need to stand in dangerous places a lot, they’re equipped with abilities to deal with it (Doomfish, Mei, Reaper, Genji, Tracer)
Rubbish. Moira does NOTICEABLY less damage per game than other roles. Its just a fact - she does SOME damage, but she needs to heal too. And yeah, OF COURSE there’s something better to do than low, non-burst damage if you’re equipped to do healing.

Nono, Ana is never OP. Most picked hero across all ranks for like a full year in GOATS just recently. Saying Ana is OP is literally a controversial statement here. She’s the only one allowed to be OP.
11 days later, and Baptiste’s damage in every rank went down with the changes to tank play, but his healing went up. Almost like people were right and that as a main healer, he has to focus on healing more than damage.
You would rework the default gun based hero of Overwatch, because he doesn’t have enough broken abilities to compete with the newer heroes. Even though his ult is already an aimbot.
His primary fire is mediocre (it’s in question if it’s inferior to a support’s gun, for example. This isn’t an issue with ANY other DPS)
His Rockets, yeah, give him a burst DPS intitation, but like compared to the alternatives, it’s actually pretty bad. It’s quick damage sure, but dosen’t nearly stand up to alternative DPS’s extra sources of damage (Storm Arrows on Hanzo, Conc Mine on JRat, Orb on Symmettra (Also, no none of these heroes are GOOD, but Soldier is just THAT bad.))
Sprint is a movement option that… dosen’t allow any actions out of it for at least 0.5 seconds. In that time, you can get 1-tapped by any enemy sniper, cc-killed by half the DPS, or just isolated by any tank.
Tac Visor prevents people from getting headshots, which means most of the time it’s a DPS NERF to use it.
When I say rework, I say he needs not a complete ability rework like Sym, but a “soft-core” rework (kind of like Roadhog or McCree) where his power is redistributed and he’s solidified as a beginner hero. Maybe giving Rockets 2 charges and a small DPS nerf, while buffing gun Ammo and allowing headshots with Tac Visor (assuming proper aim during the ult) would be a start?
He has a get out of mistakes button (healing), an easy to use ult and simple movement abilities. He’s easy to understand because most other games have heroes like him. He’s the default hero from the tutorial for a reason.
