Look up maximilian mus on youtube. He makes mostly fortnite videos these days, but he used to do overwatch trolling, and he gets banned on every account he uses within a day without even doing anything remotely banable. His fans donate the accounts, so its not like hes being tracked by credit card, pay pal etc, has to be hardware.
IP bans are the worst type of ban that you can possibly issue.
When that IP address gets recycled for someone else to use, or when anyone else using the same Internet connection wants to play Overwatch, that person won’t be able to.
IP addresses aren’t fingerprints. Anyone who uses the same Internet connection or gets that IP address in the future will also be banned, despite not doing anything wrong. Besides, it’s extremely easy to change your IP address. Most of the time, you can simply turn off your router, wait a few minutes or hours, and turn it back on, and you’ll have a different IP address (provided you have a dynamic IP address, which almost everyone has, since if you don’t, you likely deliberately paid more specifically for a static IP address).
Smurfs should be warned. Then temporarily banned. Then, for repeat offenders, simply permanently banned. Nothing too harsh or abrupt—and especially nothing that will impact other, innocent people.
Thats still not a ip ban. Thats just them knowing hes playing and banning him after the fact. Ip ban = cannot log in on that ip cant even access bliz website.

How about an “Increase MMR” button?
like an endorsement button, but instead feedbacks into the system that you feel a particular (or a few) player should be playing at a higher level etc?
The point should be to get everyone to climb asap to the level that they should be at. In which case a smurf account would be largely useless.
It does require ppl to act in good faith though… i wonder if there’s any safeguards needed to minimise abuse

It can affect innocent people while also being extremely easy to bypass; simply turn your router off for a few minutes to a few hours and your IP address will be changed unless you have a static IP address, which you probably don’t unless you willingly paid extra for one.
