Have you ever actually had someone worse than you at something, try to dictate to you how you should be doing that something?
If you want to have a successful game, you would be balancing around the masses. That is where the money comes from and when more people talk good about your game, what happens at the top won’t matter. If the 1% is unhappy with the balance they leave, there will always be someone of the remaining 99% to replace them.

Fun is relative. Importance is relative.
Some people’s fun is grandmaster pinpoint strategic gameplay, while other people’s fun is derping around in bronze falling into pits.
The importance placed on certain changes is based on the developers choice and has nothing to do with the individual. It’s all based on what they THINK and FEEL the game should be, or which direction they want the gameplay to go. They make decisions to change the game based on community feedback, creativity, statistics, and a good portion of experience shared among the best players with them.
Considering I doubt you’ll ever understand what I’m describing here, I’ll make this endpoint brief.
They balance THEIR GAME, how THEY WANT TO. If that involves keeping players, then they’ll keep players. If that involves breaking it, then they’ll break it. If that involves banning individuals, then those individuals will be gone.

reapers life steal was op in low ranks but meh in high ranks
they still nerfed it from its highest value. just one example for you bud. its really not about just gm, blizzard doesnt work like that now

Fun isnt what they are trying to achieve though. This game is a competitive esport not a casual game for just anyone. So for balance they need to only listen to the top 1%, for content and other things they can listen to everyone. If this was a casual game like destiny 2 where there is no esports scene I would agree that balance should then be to achieve fun.
Is it? It seems the game is pretty balanced atm. I see almost all heroes played.
Fun part is, it is impossible to really have it balanced at that level. Even the tiniest advantage matters at that level. And at that level they tend to be pretty okay with metas. So you can’t actually balance there and you really don’t have to worry about them leaving.
If you pay attention to what they do it becomes obvious that their priority is NOT to balance for e-sport. In fact they intentionally break balance for the e-sport side of it.
Their priorities go:
- Make ‘fun to watch’ heroes stronger than all the others so they get played in OWL and the announcers can generate hype.
- Make low hype heroes so bad you never see them in OWL.
- Balance the rest of the heroes.
Priority 1 & 2 tend to get in the way of 3, which is why people thing Blizzard is bad at balance. But when you look at the actual pattern, they aren’t bad at it, they just aren’t really trying for balance.
There are heroes that are incredibly bad at the top levels and have been for a long, LONG time that never get touched. They buff heroes doing well at the high end to make sure they are the most often seen. And they nerf heroes that are not performing well at the top end, or even mid or low. Their actions say they are making balance changes for views, not actual balance.
Ultimately they do 1 & 2 priorities and then after that try to balance what is left.
Not remotely close to the same level.
Look at dps, if all heroes were played equally they would have a 1.96% pick rate. The number 1 slot is >2.5 times that. They number 2 slot is twice that. There are heroes at less than a quarter of that average.
How about tanks. The #1 tank is half again the #2 and twice the #3. The number one is roughly 30 times the bottom pick.
Support is basically like the tank ratio. The #1 is half again the #2 and nearly 3 times the #3. Also about 18 times the bottom pick.
No, the game is not balanced. Certain favored heroes are wrecking balance.

Maybe i didn’t phrase it well but based on the picks i see in my low elo and their impact i’d say it’s the most balanced i’ve seen. Sure the higher you get the more “meta” it gets but for low elo i’m thinking the game goes in the right direction.
Reaper was broken asl in high elo. Brig was just more broken and she was for the whole ladder. It’s not the gms fault that low ranked players lack basic skills in the game. Just git gud if u wanna fret about balance all day. It doesn’t matter elsewhere rly
