Yeah. She even specified that she was mad at Actiblizz rather than anyone who’s actively working on developing games, since layoffs are always a corporate decision.
Do you know if the audio files for these voice lines exist anywhere, or any type of file showing these to exist?
I know JH still works with Blizzard, I’m just a bit curious as to why they weren’t put into the game.

You can find them yourself if you know how to extract game files (there are tutorials out there) but afaik nobody has uploaded them anywhere.
There’s a lot of lines that don’t get used or are placeholder lines. Sigma for example still brings up the enemy having a shield generator. Which has been gone for ages. Characters have cut lines for detecting Sombra and Junkrat mentioning his an atheist.
With Ashe’s case it might be a limit to how many voice lines could be put into an event and hers didn’t make the cut.

You most likely drew the two together. The impression I got is she was upset at the Hong Kong situation and this was having no ties with the Blitzchung situation as that was months later.
The only thing negative she’s stated is how a big corporation can let go of so many people while making record profits off their labor. She also expressed high praise for the OW team and said she still do voice work for them.
