Why do you give some heroes multiple, and others NONE. Give us an answer to your logic.

When they get enaught ideas for one event then there is no more skins
At least thats how i see this.
Less popular heroes get fewer skins, I guess.

And I’m pretty sure no announcement that skins would be equally distributed was made. I remember hearing something along the lines of “we get ideas, and implement them if they pass our standards” . There’s likely a little bit of “you know who hasn’t gotten a skin in a long time” but it seems more like the idea comes first, not the “need”.
