No. It’s countered by well placed Defense matrix to the degree and fully with Kiriko Suzu. Literally before Suzu you had nothing to clean your team with, you could only try to block it with shields which can be work around with decent angles. Splash on this thing is too big to call it a skill shot.
There is also Zarya bubbles but they are on long cooldown and need to be used for energy, you can’t just throw it to clean anti heals and expect much value.
