No, that’s absolutely not true. The other supports received buffs, which allowed them to function in the game independently of Mercy’s presence. Mercy’s statistics prior to her latest nerf were almost perfectly ideal, with a high but reasonable pick rate and a nearly perfect 50% win rate.
That’s not to say Mercy didn’t still need changes since her gameplay has become so shallow, but she did not need ANY nerfs whatsoever last patch.
