Unfortunately this is not true.
Its not only the rank that matters it also matters what heroes the person is playing.
If a Diamond Mercy 1trick on this forum is trying to explain here why Hero XY is so broken or whatever it doesnt really matter.
Thats what killed OW1 in the first place tbh.
Blizzard listening to their 1trick casual community instead or Pro players.
Ironically the casual community always thought Blizzard isnt hearing them when it reality the game over the years got more and more designed for them.
I think most of your balance Ideas are good tbh but the game is now in a state where you would have to more rework the game itself instead of the heroes first
