and they also basicly admitted they neglected the base game for MONTHS ,maybe even almost a year because of OWL?

How to solve this problem, literally just say “these changes are subject to change” there you go problem solved forever.
If they don’t specify anything people are going to take everything at face value. Since that’s how people interpret it, saying “should go up next week” is going to be taken as a promise.
It’s not hard, just specify that things can change and your problem is solved.
What’s mostly disappointing is that there has been an overwhelming amount of evidence that her primary fire is too situational and too lackluster for a damage dealer, yet there has been no official response about how the devs feel Symm is performing, or any plans to change her. Yes they gave her a slight range buff, but it didn’t effectively make her any more reliable.
