With Overwatch 2 on its way, we know that the PvE campaign and hero missions will feature battles against both Null Sector and Talon. But this does leave a feeling of “There has to be a third enemy faction, right?” Not to mention, if we do get to play hero missions for Talon heroes, who are we going to fight against?
So what about Helix? Helix is a known enemy of Talon, and would likely fight against Null Sector as well. But not only that, they would also be an enemy to Overwatch, as they would be the ones to enforce the Petras Act. Making Helix an enemy faction wouldn’t just give us an excuse to shoot people as Talon, but they would be opponents that we would have an excuse to fight against in the story as Overwatch as well.

I see them. But…
How to make their weapons more diverse? We will be bored to death if they will have only what Pharah has.
I think we have to look at them as the same as at Mandalorians. There’s even possible they are already inspired by them.

I highly doubt Helix will come out as an enemy faction to Overwatch.
In Mission Statement alone, we have seen 4 different kinds of Helix units.
-
The Security Drones that Anubis hacked - Similar to Talon Troopers, Null Troopers or Nullifiers
-
Rocket Jet Troopers - Pharah
-
Assault Jet Troopers - Pharah’s squad
-
Lanky omnic of unknown capabilities - Okoro
And that is just from one comic way back in 2016. There is lots of room for them to make material out of another faction.
And why is that? Do you think that the Petras Act will be dropped entirely, or that Blizzard will introduce a new UN recruited faction to deal with Overwatch, just like what Helix is now?

Idk , not more likely than Junkers or Deadlock. Not less likely though.
Junkers and Deadlock don’t seem like potential threats on a global scale. The Junkers just care about scrapping bots and protecting their turf in the outback; Deadlock are a bunch of local criminals who rob trains and don’t have any influence outside of Arizona.
Helix’s proper name is Helix Security International - they’re an international security force that moved in to fill the void that Overwatch left when it disbanded, which has military-level weapons and security contracts with governments around the world - including contracts to provide security over former Overwatch holdings, which would put them in direct conflict.

I don’t think Overwatch would want to fight them as they share the common enemy, the Talon and Overwatch would choose to evade & go hiding.
Just like when the Avengers were disbanded after the fallout between Iron man & Captain America. The ones who still refuse to follow Sokovia Accords, were classified as illegals, and they all went hiding till Infinity war era. (e.g Falcon, Captain America, Black Widow.)
Unless they make a Talon PVE, playing as Talon agents to complete missions like breaking out Doomfist, Sigma or infiltrating & steal government properties, while your enemies were Helix agents.

Hmmm… I guess they would choose to just not take up arms against people who aren’t villains. But I still feel like the Petras Act should be enforced in some visible way, even if its only 1 mission.

Theyre gonna want to get in on fighting bots in a new omnic crisis. Just purely for the take of wrecking them. May be not so much talon depending on how they perceive talons relation to the omnics. They dont mess around with the other cultures that embrace omnics as citizens.
I will consider it a huge missed opportunity if Helix is not ordered to enforce the Petras act at some point in this story, whether Pharah is compliant or not. I’d like to see it as a source of conflict for her.

The Helix wasn’t portrayed quite positively recently.
Soldier:76 thinks Helix cared about protecting governments’ interests more than people.
During Doomfist’s breakout, Talon has a few moles inside the Helix, thus the prison defense systems were mysteriously shut down and a lot of Helix agents ended up died.
Pharah will be likely to leave Helix and join the new Overwatch. Although she has some squadmates who’re part of Helix, she will either ask them to come along or having them stayed in Helix to keep her posted with Helix or governments’ intentions on the new Overwatch.

Hence, they should be the ones who uphold the Petras Act in Overwatch 2.

I mean, we do have Vishkar too, don’t we? The corporation which Symmetra is working for?
They might hate bots, but they’re not going to leave Junkertown to go fight them. They don’t have the resources, and they care more about defending their turf.

Pharah: Alright, I’m giving up my cushy position at Helix to help a bunch of ragtag heroes because of some pipe dreams I had as a kid, anyone wanna join?
Saleh: I know I said you’re my captain and I’ll follow you, but I just don’t know if I can give up my job -
Pharah: but I’ll buy you dinner - again
Saleh: so when do we leave

We do have Vishkar, but since Sanjay is on Talon’s council, I think that we might see one or two Vishkar units among the Talon enemy pool.

I get what you mean, but I’m saying from the new Overwatch’s POV, they will rather choose to evade or hide from Helix instead of fighting against them willingly.
They may use force to subdue the Helix if they’re in their way.
Just like Captain America knocked prison guards out cold instead of killing them when rescuing his friends in the end of Captain America: Civil War, then he went hiding with Falcon & Black Widow. They’re classified as illegals for refusing to follow Sokovia Accords. Unlike Hawkeye & Antman, they made a deal with governments by putting themselves into house arrests, while agree to follow Sokovia Accords.
The new Overwatch just came out to the public and they cannot just put themselves into a negative image by having a fight against Helix or whatever pro-governments’ forces.
Based on Mercy’s short story, the public was still not very positive towards former Overwatch members, thus she didn’t include “Overwatch” in her resume. Unlike the children, who still admired them.
I get that. But then what happens with the Petras Act and its enforcement? Supposing Helix does take up arms against them to try and enforce the act, they’re going to make a move that Overwatch will then, under your supposition, have to evade. In these conditions, Overwatch evading Helix doesn’t mean Helix won’t pursue.
Which was my main idea. Overwatch is more than capable of non-lethal force. I can see them trying to evade Helix with the bare minimum of violence. But whoever is enforcing the law against them can’t exactly sit still forever.

I think there is a possibility for the third enemy to be the Conspiracy that Sombra is trying to unravel, since it seems connected to basically all organizations in the world, from Overwatch to Talon to Helix.
A bit unrelated, but I am an avid fan of the theory that the entity at the center of her conspiracy is actually just a passive observer, and Sombra incorrectly thinks that it is “pulling all the strings” with its knowledge because its what she would do if she had that much knowledge/power. Lemme see if I can find the thread for you.
EDIT: There doesn’t seem to be a dedicated thread for it, just mentions here and there. It spawned on the r/Overwatch Discord’s lore channel, so I don’t think anyone who uses both Discord and this forum decided to recreate the thread.
