The error "Input limit reached" and "Waiting for game mode to download" prevents me from playing with friends

Hi Blizzard.

The error “Input limit reached” and “Waiting for game mode to download” prevents me from playing with friends.

Issue description:
This only happens when I’m in a party of >1.
This also happens if I click on the “Loot Tab” at top of the screen.
This issue occurs when scrolling rapidely through profiles in my friend list.

Steps to reproduce:
1- Boot the game
2- Get in a party of >1
3- Start a match and end it

Solutions I’ve tried to fix the issue:
-Restarting my router
-Setup exceptions in my firewall and anti-virus, also disabling them.
-Deleting friends from my friend list
-Disabling my Cloud
-Restarting my computer
-Reinstalling the game (on different drives)
-Verifying the game directory using the Blizzard app tools

Me and my friends are trying to play ranked games seriously but this prevents us from doing it efficiently.
