I’ve seen this issue on a couple forums with no answer. When I click on a gem amount to purchase all I get is the endless spinning circle.

These types of issues are often caused by background programs (such as security software) that may be blocking the transaction. Try closing all other programs and configuring any security software to allow HotS.
