And changing the resolution doesn’t do jack, nor does changing the settings on my nvidia control panel

Could you provide a screenshot of the screen? Imgur links will work, place them between two ` (~) like so:

And if we can check DxDiag files for the monitor current/native resolution information it will give a better insight to the issue. Place the DxDiag between two ~~~~ like so:
