The nerf to the Aegis CD is really confusing for me. Like Reckoning was bad but these buffs made it a least somewhat competitive for me.

Well, it’s confusing because the problem was never Aegis. Aegis was fine, but Divine Reckoning needed a buff. Namely, shorter CD plus

And then voilà, suddenly a competitive ultimate.
